Cliff Kincaid is the President of a U.N. watchdog group known as America's Survival, Inc., and he's also the editor of the Accuracy in Media Report.
Senator Barack Obama was the main sponsor of a measure introduced into the U.S. Senate that would create a global tax. It's called the Global Poverty Act (SB 2433). According to Kincaid, SB 2433 already passed in the House of Representatives by a voice vote. It was quickly brought up in the Senate Foreign Relations Committee about a week ago where it again passed by a voice vote and is awaiting full senate action.
The problem with the bill is that its language commits the United States to fulfilling what are called the United Nations Millennium Goals. One of the goals includes cutting global poverty in half by 2015. This sounds admirable but the problem is that this is being done under the auspices of the U.N. This means dramatically increasing what is called "official development assistance." Kincaid says this is a fancy term for foreign aid. According to Kincaid this means that by the year 2015, the U.S. has to commit to 845 billion in foreign aid in order to fulfill its millennium goals.
