        <![CDATA[<p>Hate Crimes Legislation has been out of the spotlight for several months, but proponents have been working behind the scenes to try to get it passed one way or another, despite objections.</p>

<p>VCY America has learned from the Family Research Council that Hate Crimes is likely to come to a vote as early as this Thursday.</p>

<p>This past summer, separate Hate Crimes bills were passed, including the U.S. House version (HR. 1913), and the Senate version (S. 909) which was added as an amendment to a Defense Appropriations Bill, which also passed. However, the differences between the two versions sent the bills to a conference committee to be reconciled.</p>

<p>Now Congress is close to taking a final vote, and it is expected Thursday, October 8.  If approved, President Obama will certainly sign this dangerous legislation into law.</p>]]>
        <![CDATA[<p>The evidence from other countries, including Canada, where similar laws were passed, show that if passed, this Hate Crimes law will eventually result in efforts to silence pastors,churches, and other faith-based organizations for simply publicly but peacefully oppose homosexuality on biblical grounds--even for quoting Scripture from the pulpit.</p>

<p><b>It is vital that we contact our Senators and Representatives to share our concerns and opposition to any Hate Crimes legislation.</p>

<p>The time is short.  We must act quickly. Here's how:</p>

<p>1.  Call the United States Capitol switchboard at (202) 224-3121.<br />
2.  Tell them your city and state, and that you would like to talk with your Senators and Representative.<br />
3.  Tell each office that you are against expanding Hate Crimes laws to include "sexual orientation" and "gender identity" because of the threat to our Constitutional freedoms of speech and religion as Christians.<br />
4.  Also find and contact the local offices for your Senators and Representatives and give them the same message.</p>

<p>Also, be sure to contact friends, family, and fellow church members immediately and urge them to do the same.</p>

<p>Finally, be in prayer that God will frustrate this strong effort to make this unbiblical proposal a law in this country.  May our leaders wake up to the disastrous consequences of Hate Crimes on their constituents.</b></p>]]>

Ted Pike and the National Prayer Network have informed us that Senate Bill S. 909, the "Matthew Shepard Hate Crimes Prevention Act", is expected to be attached to a critical Defense funding bill and it could be voted on this week--possibly as early as Wednesday, July 15.</p>]]>
        <![CDATA[<p>In a bold and dramatic gesture, Sen. Patrick Leahy took the floor of the Senate on Monday, July 13, to argue for passage of his hate crimes amendment to S. 1390, "National Defense Authorization Act for Fiscal Year 2010."</p>

<p>No vote was taken on Monday, but the office of Sen. Carl Levin, head of the Armed Services Committee, confirmed that the hate bill amendment will be formally proposed and possibly voted on Wednesday.</p>

<p>It's NOW OR NEVER to save free speech for ourselves and our children! We need to stop this "Hate Crime" bill from even being proposed as an amendment on Wednesday.</p>

<p>Please call your U.S. Senator NOW to let them know your concerns about the Hate Crimes bill--and especially about this stealth tactic to attach it to an important, but completely unrelated bill, to get it passed despite growing opposition.</p>

        <![CDATA[<p>If those pushing to end the Electoral College get their way, big cities including New York, Chicago, and Los Angeles could have the power to choose the next President!</p>

<p>Proposals are gaining traction in Congress to eliminate the Constitutionally-required use of the "Electoral College" for Presidential elections, and instead use the popular vote count to select the President.  This would essentially give heavily-populated states--and even large cities--the greatest power to decide the outcome.</p>

<p>Under the Electoral College, electors generally total the number of U.S. Senators and Representatives for each state, giving all states at least three electors.  This would require that the entire country be considered when candidates are trying to get votes, and not just the few large states that could decide the election under a popular vote.</p>

        <![CDATA[<p>This is an update to our last Crosstalk Hotline message due to fast-moving events in the Senate.</p>

<p>We announced that the Hate Crimes Bill, which has passed the House, was scheduled for a vote on Wednesday by the Senate Judiciary Committee, without hearings, which would send it to the full Senate.  That vote did not take place, so the bill is still in committee. Crosstalk has learned that instead, on Wednesday, Sen. Patrick Leahy quietly scheduled a Senate Judiciary hearing next Tuesday to consider “helping state and local law enforcement.” </p>

<p>This does not specifically mention S.909, known in the Senate as the "Matthew Shepard Hate Crimes Prevention Act".  But sources have checked with Senator Leahy's staff and have learned that S.909 could be added into that hearing because one of its purposes is “to provide federal assistance to states, local jurisdictions, and Indian tribes to prosecute hate crimes…”  </p>

<p>Even though it is called a "hearing", it is likely that no witnesses will be called, and Republicans on the committee may even be blocked from entering into debate or offering amendments.  Conservative watchdogs watching what is happening believe that Senator Leahy is trying to rush the hate bill through by a majority vote, catching Republican Judiciary members unprepared, and effectively blocking all testimony opposing this massive increase in protected categories for "hate crime" penalty enhancements, including 30 "sexual orientations", most of them deviant, and some against the law.</p>

<p>Again, here is a link to a list of the sexual orientations protected in the bill as passed by the House:</p>

<p>Plus, the American Psychiatric Association lists another 547 different "Paraphilias" that will also be protected under the "hate crimes" bill.</p>

<p>Republicans are more likely to put up a fight in committee now, because Senator Arlen Specter of Pennsylvania (who supports this legislation) has become a Democrat, he is no longer the ranking Republican member of the Judiciary Committee.  Senator Jeff Sessions, a conservative from Alabama was in line to become the Ranking Republican member.  We do not yet know if the G.O.P. will name a new Senator to the committee to bring their membership back up to eight.</p>

<p>Because the bill is still in committee, there is time for even more calls to Senators to ask them to stop this legislation.</p>]]>
        <![CDATA[<p><b>Action Steps:</b></p>

<p><b>1.  Call the Senators who are Members of the Senate Judiciary Committee, especially if they are from your state, and insist that the Judiciary Committee hold full hearings on S.909, "Matthew Shepard Hate Crimes Prevention Act".</b>  A full hearing, dedicated to the Hate Crimes bill itself, will allow full debate and testimony from witnesses who can expose the severe implications should this bill become law. Ask the Republican members, especially, to vote against this bill in Committee.</b></p>

        <![CDATA[<p>Hate Crimes legislation is quickly moving through Congress--a bill that would protect up to 30 types of deviant sexual behavior by increasing penalties if it was determined that a crime was perpetrated on them based on hatred of that behavior.</p>

<p>The House version, known as H.R. 1913, the Local Law Enforcement Hate Crimes Prevention Act of 2009, already been passed, and the Senate Version, S.909 was quickly introduced by Senator Edward Kennedy.</p>

<p>This bill, as passed by the house, is about as broad as it could be in the number of sexual orientations it protects--essentially anything except biblical heterosexuality, and its high standard of one man-one woman marriage for life.  All attempts to remove any of the most radical "orientations", like pedophilia (desiring sexual relations with children, an activity which is illegal in all 50 states) were summarily rejected by the Democrats in the House.  In like manner, attempts to protect other vulnerable groups, like children, the elderly, returning veterans, etc. were quickly voted down.</p>]]>
        <![CDATA[<p>Here is a list of the protected sexual "orientations" provided by the American Family Association:</p>

<p>The impact of the Hate Crimes bill, should it become law,  would be to lay the ground work for restricting religious liberty and freedom of speech as similar laws are already doing in Canada and Europe.  That is because the penalties would not be on actions, but on speech--and ultimately on the thoughts that result in speech.</p>

<p>So speaking those thoughts will be likely to result in lawsuits by any of the protected groups. And even thinking negative thoughts about unbiblical sexual behavior would likely be criminal "activity", if those thoughts could be proven.  The bill essentially uses thoughts and attitudes as the trigger for greater penalties for a crime against a protected group.  </p>

<p>Thus the bill would punish anyone who would “intimidate” someone because of their “sexual orientation.” Yet, the definition of intimidation is so broad that anyone who shows opposition to homosexuality could be prosecuted, including pastors. This is already happening around the world where legislation like this has been passed. Places like Sweden and Canada have counted pastors as criminals for even reading or referencing Scripture that condemns homosexual behavior.</p>

<p>And President Obama has indicated he would sign the bill.</p>

<p>The vote in the full Senate is likely to take place this week, even though no hearings have been held.  So NOW is the time to contact your two U.S. Senators to let them know your concerns about the impact of S.909, the Senate version of the Hate Crimes bill already passed by the House of Representatives.  It also is still not too late to demand hearings on the bill, as it could be sent back to committee for that purpose.</p>

        <![CDATA[<p>The Federal Communications Commission has announced the roster of a new advisory committee on diversity in communications. This move appears designed to bring increased minority ownership and involvement in communications, which is designed to increase the number of "liberal" talk programs, and to establish government regulation of talk radio via a return to the "Fairness Doctrine", but under a new name.  This committee will be meeting starting Thursday, May 7.</p>

<p>"Fairness Doctrine" type regulations would mandate that any station that airs a controversial issue must provide time for opposing views, even thought other stations and programs may already be providing those views.</p>

<p>Two bills have been introduced in Congress to block the FCC from implementing the Fairness Doctrine or or any similar control of broadcast speech.  They are SB S-34 and HR 226.</p>]]>

        <![CDATA[<p>H.R. 1913, the Local Law Enforcement Hate Crimes Prevention Act of 2009, has been reintroduced in Congress, and is due for a vote in the House of Representatives this week.  This would give the government the power to extend extra legal protection to homosexuals, lesbians and cross-dressers.</p>

<p>According to Peter LaBarbera, President and founder of Americans for Truth, such legislation merely sets up an environment for the banning of speech, since homosexuals, lesbians and cross-dressers could claim that they are in danger of bodily harm just for hearing certain words that they deem as "hate speech".

<p>Contact your representative in Congress to express your opinions about the "Hate Crimes" legislation, H.R. 1913, the Local Law Enforcement Hate Crimes Prevention Act of 2009, being voted on this week.</p>

        <![CDATA[<p>UPDATE: On Wednesday, April 22, the House Judiciary Committee is scheduled to vote on so-called “hate crimes” legislation, which would give “sexual orientation” and “gender identity” the same federal protection as race.   The bill was introduced by U.S. Representative John Conyers of Michigan on April 2, and a few days ago it already had 42 co-sponsors.</p>

<p>The problem with hate crimes legislation efforts such as HR 1913, is that they go beyond providing equal protection under the law, to adding additional penalties based upon assumed beliefs or thoughts. This can lead to discrimination against religious views, and Gary points out that this is already taking place in Canada.</p>
